Manchester Learning Disability Partnership (MLDP) is an Integrated Provision of Health and Social Care Services established under the flexibilities of the Health Act 1999:  however it dates from 1994 when a Joint Learning Disability Service was formed.  It is a partnership between Manchester City Council's Adult Social Department and Manchester Primary Care Trust who also have agreements for a Pooled Fund and a Joint Commissioning. MLDP also has agreements with Manchester Metropolitan University who directly employ our Head of Clinical Services (Professor Duncan Mitchell) and collaborate on a number of Research and Development initiatives.

The MLDP Management Team - see above - leads a single management structure providing a seamless, specialist, health and social care service.   However a good quality of life can only be facilitated in close collaboration with other resources, the majority of them mainstream ones available to the whole population.

The Management Team reports regularly to the Joint Management Executive - senior officers of the Social Services Department and Central PCT.

The Manchester Learning Disability Partnership Board established in October 2001 (see Valuing People DoH 2000) provides a forum for all learning disability services, both MLDP and Independent Sector. The Board, Chaired by the City Council's Executive Member for Health and Social Care, is primarily responsible for delivering the Valuing People tasks and objectives. It has representatives of City Council and Health Service (including MLDP), self advocates, carers, voluntary and independent providers and other agencies (employment leisure and education etc).
